Playstyle
Suguri (46 Billion Years) plays like an opportunistic assassin. She should be passive for the majority of the game since her stats alone do not give her an advantage over most characters. However, when she gets her out of combat damage-dealing cards, she should look to set up an easy kill that will secure her the star lead. If she has the star lead, she should focus on staying as far away from people as possible. She can also boost cards to use the Rejuvenation effect to get away from what would be near certain death. If she is low, cards like 
Cloud of Seagulls and 
Indiscriminate Fire Support really shine as they can be used to either KO her, or damage someone else and she gets Rejuvenation to escape.
Tips
- Playing As Suguri (46 Billion Years)
Long-Distance Shot works incredibly well with Suguri (46 Billion Years)'s passive as it hits anyone for 2 damage and allows her to roll 2 dice for movement so she can easily fight whoever she hit; all for just 8 stars. This card is a must bring on any deck for her, even the most gimmicky decks.- Cloud of Seagulls is Suguri (46 Billion Years)'s best escape card as she can use it as a free dash that has the chance of KOing her, which would allow her to keep all of her stars, or KO her pursuer which puts even further distance between her and the pursuer.
- Indiscriminate Fire Support fulfills a similar role to Cloud of Seagulls, however it costs 15 stars when boosted instead of being free. However, since it only does 2 damage when boosted instead of 4, Suguri (46 Billion Years) can use it in more situations to potentially get a KO.
- Cards that boost Suguri (46 Billion Years)'s ATK like
I'm on Fire! and 
Big Magnum gives her power outside of her out of damage cards, and makes finishing off low HP targets much more reliable. 
Rbits boosts Suguri (46 Billion Years)'s subpar DEF, and it can't be used against her well since she mainly looks to get people to 1 HP with her out of combat damage cards.
Quick Restoration also can't defend against Suguri (46 Billion Years)'s out of combat damage cards, and it can allow her to stay at full HP for longer
Serious Battle and 
Reverse Attribute Field is a good option for dealing with characters with stats that Suguri (46 Billion Years) can't deal with very well like , , , and while keeping Suguri (46 Billion Years)'s ATK and DEF the same. However they can backfire hard if characters like and are in the game, or if used against her when she is 1 HP.- Cards that allow Suguri (46 Billion Years) to draw more cards like
Nice Present, 
Princess's Privilege, and 
Encore can allow her to gain her precious out of combat damage cards.
- Playing Against Suguri (46 Billion Years)
- Characters with high EVD like and have a pretty low chance of being KO'd at 1 HP by Suguri (46 Billion Years) unless she has a card to boost her ATK, or lower their EVD.
- Characters with low EVD like and can bring
Rainbow-Colored Circle to help them survive what would normally be near certain death from Suguri (46 Billion Years) fighting them at 1 HP, but she can also make good use out of it due to her 2 EVD. 
Tactical Retreat and 
Shield Counter can be used to escape Suguri (46 Billion Years) fighting someone at 1 HP
Metallic Monocoque will mitigate 1 damage Suguri (46 Billion Years) tries to do with her out of combat damage cards, which pushes- Characters with high attack like , , , and can easily KO Suguri (46 Billion Years) since her defense is subpar, and her evade wont help her much against 2+ ATK.
- Cards that disrupt card usage like
Scrambled Eve, 
Gift Exchange, 
Flamethrower, and 
Present Thief can help make sure that Suguri (46 Billion Years) doesn't get her out of combat damage cards off at the right time. - Healing cards like
Saki's Cookie, 
Pudding, 
Portable Pudding, and 
Dinner can heal off any damage Suguri (46 Billion Years) tries to do with her out of combat damage cards. 
Lucky Sevens will make Suguri (46 Billion Years) more vulnerable to everyone, except against 2+ ATK when she is at 2 or 1 HP, while making 0 EVD or lower characters more likely to evade her. It also syngergizes terribly with her passive since if any of the dice is a 0 after she boosts an out of combat damage card to norma, she will be unable to norma.
