Voice packs are a type of unlockable in 100% Orange Juice! that allows the player to enable voice acting for certain characters, as well as the announcer. Generally, voice packs are obtained through DLC, either in a special voice pack DLC for base game and bonus characters, or bundled with the character's DLC for DLC characters.
While the four default announcers have always been in the game, character voices were first added in Version 1.19 with the Starter Character Voice Pack DLC, adding voices for the four starter characters. Since then, voices have been continuously added for all characters over the course of the game's history, with the characters' DLCs being updated to include voices. Since the Tsih & Tequila Character Pack, newly added DLC characters have their voices included immediately upon release. Most character voices are also able to be used as the announcer voice.

- The default announcers, Mio, and Mousse are the only voice packs which can be obtained without DLC.
- Pirate Crew Member, Mercenary, and Mousse are the only non-playable characters with voices. They are also the only character voices which cannot be used as announcers.
- Mousse is the only character whose character voice cannot be previewed in the Gallery.
- The only playable characters without voice packs are , , , , , and .
- Voice lines are occasionally updated to correct typos or translations, or when a new DLC pack is released (to avoid spoilers prior to the DLC's release). However, there are a few instances where characters have received newly-recorded voice lines.
- Suguri and Suguri (Ver.2) received new character voice lines in Version 2.7.1, about two and a half years after the original voice pack was released.
- Mousse received an updated character voice line in Version 2.9.1, less than a day after the original voice pack was released.
- QP and QP (Dangerous) received new character voice lines and an updated announcer voice line in Version 3.3 (Hotfix 2), about three and a half years after the original voice pack was released.
